Welcome to the 2025 Jail Management Issues Conference! It is my pleasure to welcome you all to beautiful Galveston, Texas. We extend our heartfelt thanks to Sheriff Jimmy Fullen and the Galveston County Sheriff’s Office for being such gracious hosts.

We have record attendance this year and a sold-out exhibit hall! The agenda is packed with excellent training sessions and networking opportunities. I encourage everyone to review it closely—TJA is proud to offer a training schedule with a wide range of relevant topics.

On Monday, we will kick off with our 5th Annual Edwardo Jackson Fishing Tournament! Special thanks to Past President Edwardo Jackson—not only for creating the tournament but also for his continued dedication to making it a success. We are grateful to sponsors CML, Summitt Food Services, Smart Communications, and Fecheimer for their support.

This year’s keynote speaker is Susan Lewellyn Pamerleau, the 33rd United States Marshal for the Western District of Texas. Marshal Pamerleau previously served as the 38th Sheriff of Bexar County, leading the eleventh-largest sheriff’s office in the nation. Her distinguished career includes 32 years of service in the United States Air Force, where she retired with the rank of Major General. Her lifelong commitment to public service, leadership, and excellence has left a lasting impact on both military and law enforcement communities, and we are honored to have her with us.

On Monday evening, the exhibit hall will open. Please take time to visit all of our business partners—they provide tremendous support to TJA and play a vital role in jail operations. You may even find the solution to a challenge you are currently facing.

The Annual TJA Blood Drive will be held Tuesday, sponsored by Southern Health Partners. Please consider donating to help save a life. Successful donors will be entered into a drawing for $100 cash!

On Wednesday night, the San Luis Resort will host our cornhole tournament in the Mainsail Ballroom. Thank you to Director Levi Vance for starting and continuing this fun tradition for our members, and to our sponsors Selrico Food Services, ICS Jail Supplies, Sletten Construction, and NCIC Correctional Services for making it possible.

Thursday morning begins early with the Prayer Breakfast in Ballroom C of the Galveston Island Convention Center from 7:00 AM–8:00 AM.

Thursday night’s dinner at the Galveston Island Convention Center will feature fajitas with all the fixings, followed by casino games—so bring your “A” game! (No formal attire needed—we’re on the Island!) A special thank you to Trinity and Keefe for sponsoring casino night, and to NCIC for donating prizes.

Our closing session on Friday will be presented by Roy Boyd and Justin Broughton, who will provide an overview of the 287(g) Program.
